The CRRSAA and ARP 2021 (a)(1) Higher Education Emergency Relief Fund (HEERF II), Student Portion Reporting Disclosure

INTRODUCTION


The following information is provided by Be'er Yaakov Talmudic Seminary ("BYTS") as required by the Department of Education ("ED") in order to comply with the reporting requirements under the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA). This is BYTS's first 30-day progress report and presents information as of February 17,2020. Additional reports will be provided quarterly.




1. CERTIFICATION AND AGREEMENT


BYTS acknowledges that they have signed and returned to ED the Certification and Agreement to the U.S. Department of Education. BYTS intends to use no less than 50 percent of the funds received under Section 18004(a)(1) of the CRRSAA to provide emergency financial aid grants to students.




2. AMOUNTS TO BE RECEIVED


Pursuant to the Certification and Agreement, BYTS has received $667,535 in HEERF Student Share Grant Funds under CRRSAA (a)(1).




3. AMOUNTS DISTRIBUTED TO DATE


As of February 17, 2020, BYTS has distributed $0 of HEERF student emergency grants under the CRRSAA (a)(1) program. As of 3/30/21, BYTS has distributed $0 of HEERF student emergency grants under the CRRSAA (a)(1) program. As of 6/30/21, BYTS has Distributed $646,485 of HEERF Student Share Grant Funds under the CRRSAA (a)(1) program.




4. ESTIMATED NUMBER OF ELIGIBLE STUDENTS


BYTS estimates that approximately 799 students are eligible to receive Emergency Grants to Students under CRRSAA (a)(1).




5. NUMBER OF STUDENTS WHO HAVE RECEIVED HEERF STUDENT SHARE GRANTS


A total of 0 students have received emergency grants to students under CRRSAA (a)(1) as of 2/17/2021. A total of 0 students have received emergency grants to students under CRRSAA (a)(1) as of 3/30/2021. A total of 483 students have received Emergency Grants to students under CRRSAA (a)(1) as of 6/30/2021.




6. METHOD OF DETERMINING WHICH STUDENS WOULD RECEIVE HEERF STUDENT GRANTS


Be’er Yaakov’s method of calculating distribution is based on the expenses for food, course material, and equipment needed to participate in the educational program due to the disruption of campus operations, travel home expenses and health care related expenses. BYTS has prioritizes students with the greatest need, but at the same time establish a maximum funding threshold based on aforementioned expenses for each student to ensure that these funds are distributed as widely as possible. Based on the number of students who have demonstrated eligibility, the maximum award is estimated to be at $4,200. Following is a summary of BYTS’ procedure for determining how the HEERF Student Share Grant Funds will be distributed: ~ BYTS anticipates distributing the entire $667,535 to students for expenses incurred as a result of the disruption of campus operations. Actual grants will be made using BYTS’ allocation policy. ~BYTS will validate enrolled student’s eligibility. Students must demonstrate eligibility by filing a FAFSA or completing an application demonstrating exceptional need. ~The initial method of distribution will be first to eligible independent students who are determined to have the greatest need. Dependent students will receive no allocation at this time as on campus dormitory housing is open with appropriate health and safety provisions in place. Policy may be updated should circumstances change. ~BYTS reviews Pell eligibility and/or applications of all independent students and distributes funds to all students demonstrating exceptional need, prioritizing independent students with $0 EFCs. ~BYTS has allocated a maximum award of $4,200 for independent students with dependents including spouse to be used to assist with expenses related to the disruption of campus operations due to coronavirus pandemic such as food, housing, course materials, technology, health care, and childcare.




7. INSTRUCTIONS, DIRECTIONS AND GUIDANCE REGARDING HEERF STUDENT SHARE GRANTS


A letter has been sent out to all students advising them that the distributed funds are to be used in accordance with CARES and CRRSAA: “to be used for expenses that are related to the disruption of campus operations due to COVID-19, including things like course materials and technology as well as food, housing, health care, and childcare.” In addition, letters to students and guidance posted on BYTS’ website encourages all students do the following: 1) Complete their FAFSAs 2) When no FAFSA has been filed, complete applications to demonstrate eligibility. 3) Review HEERF Student Share Grant Funds FAQs at BYTS.edu/HEERF for related information.
